refurbishmentMost of us are aware of certain buildings that have sat empty for sometimes decades, perhaps with boarded up windows. There may also be areas of land which are no better than rubbish dumps, left unmaintained. These places are ‘blots on the landscape’ and can contribute to the degradation of an area, and block any efforts towards enhancement. It’s often almost impossible to trace the original owners, and officials find themselves lost down a number of complex rabbit holes. Even when the owners are evident, it isn’t easy to get a desirable result.

Councils may soon be forced to utilise and regenerate buildings and land that have remained unused under a new proposal known as the ‘Right to Regenerate’. The plans, which were announced by Robert Jenrick, housing secretary, are aimed at making it simpler to challenge councils and public organisations.

A consultation is in progress and submissions are invited up until 13 March. Robert Jenrick stated that the Right to Regenerate will deliver “a simple way to turn public land into public good, with land sold by default, unless there is a very compelling reason not to do so.” In order to hang on to land etc, public bodies would have to present “clear plans for land in the near future, even if only for temporary use before later development”.

The rules would cover property and land belonging to English county, district and borough councils, and combined authorities including the Greater London Authority. Other bodies include police forces, local authority development corporations and Transport London. Central government departments are not on the list however. A major benefit of new schemes like this is that of providing local communities a say in the fate of their surroundings. Increased construction is also good news for building contractors like Multi Building Services.
